The mission of CAMP 415 is to help improve the relationship between The Syracuse Police Department and the minority community, especially the African-American Community, to encourage and aid the enlistment of African-Americans in between our members and the members of the community, to better the African-American community, and to aid CAMP 415 members in appointments and promotions.
In December of 1998, members of the NY State guardian Association approached Frank Fowler of the Syracuse Police Department in regards to starting that point, Fowler coordinated with Virgil Hutchinson, also, of the Syracuse Police Department and the two began researching and developing plans for our current association.
